Emergency Evacuation Attendance

 

Preliminaries:

1. Ensure all attendees have signed Emergency Evacuation Drill Attendance form.

2. Nominate (privately) two staff members to act as difficult customers who do not wish to leave their trolleys.

3. Ensure the store (or your department) will be secure during evacuation to assembly point.

 

General:

1. Mention Emergency Procedure Guides are located near each phone (show one).

2. Safety takes precedent over assets i.e. do not worry about leaving the registers or equipment unattended.

3. The instructions given by Fire Wardens are to be obeyed.

a. The Chief Fire Warden is the Manager on Duty and:

i. Determines actions to be taken.

ii. Notifies emergency services.

b. A Deputy Fire Warden is the Department Supervisor and:

i. Implements and co-ordinates emergency procedures in their area. Please view your relative zone outlined on Evacuation Diagram

ii. Collects the roster from their department as they are exiting and performs a role call at the assembly point.

iii. Notifies Manager on Duty at assembly point of evacuation status ie if people refused to leave the store and their location, people with special needs, whether all staff in their department are accounted for.

4. All persons are to move smartly. DO NOT RUN.

5. Descend stairways no more than 2 abreast.

6. Keep to the outside on stairways so as to facilitate access for emergency personal.

7. It is the Manager on Duty's responsibility to establish procedure to ensure that sufficient staff members are available to expedite the evacuation of all disabled persons.

8. It is the Department Supervisor's responsibility to ensure that all employees move in an orderly manner to the assembly point.

a. The assembly point is located at the Lifeline bins in the Council (bottom) car park

9. Keep all roadways clear of vehicle traffic and report to your designated areas.

10. It is the Department Supervisor's responsibility to ensure all staff on his or her area are aware of assembly area, should an alarm sound.

11. Don’t take refuge in toilets, the storeroom or staffroom.

12. Ensure all doors are kept closed when not in use to slow the progress of fire and contain smoke. Do not lock doors and windows.

13. ONCE OUT STAY OUT! No one is to re-enter the building unless the 'all clear' is given by the Manager on Duty (who must have permission from the Fire and Rescue Authority).

 

In the event of a Bomb/Arson Threat:

1. Engage the caller in conversation.

2. Ascertain if possible the location of the bomb.

3. Take notes of background noise, accent, or any other information that may identify the caller.

4. Commence evacuation if deemed necessary.

5. Fill out a Bomb Report as soon as possible (located on the last page of the Emergency Procedure Guide)

6. Leave the line open - DO NOT HANG UP.

7. Notify the Manager on Duty.

 

Locating a bomb or suspicious article:

1. Do not touch or handle package.

2. Do not operate any electrical device in the area.

3. Contact the Manager on Duty and give details of the nature and position of the suspect package.

 

On discovering a fire:

1. Let people know. Sound the alarm and tell somebody what you found:

a. If possible, notify the Manager on Duty

b. Use the public announcement (paging) system (PA). The evacuation call spiel is located near each phone in every department:

i. We have an emergency situation. Please leave this shop immediately. Please leave all groceries behind and follow direction from IGA staff.

ii. Read clearly and calmly

iii. Repeat announcement

iv. Repeat at intervals

c. If the PA is not working call - fire, fire, fire.

d. If the situation permits, phone Group Office and the Meatroom to ensure that staff heard the alarm in these locations.

2. Call the Fire and Rescue Authority - Telephone 000

3. Use extinguishers, hose reel or fire blanket to fight the fire ONLY IF SAFE TO DO SO

a. Indicate the location of fire fighting equipment on the Evacuation Diagram (see page 8):

i. Extinguishers

ii. Fire Hoses

b. Also mention extinguishers are available in the office, Group Office, Meatroom and staffroom.

c. Safety involves:

i. Fighting the fire in pairs - do not fight the fire alone.

ii. Not fighting the fire if you believe it to be beyond your abilities or experience.

iii. Checking the surroundings for danger such as gas cylinders or chemicals etc.

iv. Leaving the fire alone if it produces rancid fumes, smoke or heat.

v. Testing the equipment prior to approaching the fire.

vi. Keeping low - stay below the smoke level.

vii. Establishing a safe escape route - keep between the fire and the exit.

viii. Containing the fire - if it cannot be controlled close the doors if safe before leaving.

d. To use an extinguisher remember PASS:

i. Pull the pin and test the equipment.

ii. Aim the nozzle at the base of the fire.

iii. Squeeze the handle to operate.

iv. Sweep the extinguishing agent from side to side.

e. To use a hose reel (only on fires involving wood, paper or textiles):

i. To release it, turn the valve on. This will charge the hose and release the nozzle.

ii. Adjust the nozzle depending upon whether a spray pattern or straight jet is required.

4. Evacuate the building, report to the assembly point and check people are accounted for.

 

On being alerted by Fire Alarm:

5. Proceed and report immediately to your designated evacuation area by the nearest, shortest, safest route.

a. If you encounter smoke drop to the floor and head for the exit.

b. If the fire is at the back of the store exit via front entrances or loading bay and vice versa.

c. Location of exits:

i. 2 x front entry doors

ii. 2 x rear doors

iii. Loading Bay (small door)

d. When going to the assembly point staff must go down via Teak Street if they exited by the front exits – DO NOT go down via the side footpaths due to potential danger from fire hazards.

e. Staff are to congregate at the evacuation point (Lifeline Bins) as per their department.

f. All visitors and shoppers must be assisted out of the store through the nearest safe exit.

i. Some people will be reluctant to leave the store and will require encouragement and persuasion.

ii. At assembly point report all mobility impaired and special needs persons to Manager on Duty and the location of anyone refusing to leave.

6. If an emergency situation arises the Manager on Duty must be notified of the type and location of the danger.

7. If staff member is aware of a false alarm, or that an emergency does not exist, this must be reported PERSONALLY to the Manager on Duty.

8. Under NO circumstances should any person re-enter the building.

9. The evacuation must proceed until the all clear is given by the Manager on Duty.

10. On arrival at the evacuation area the Department Supervisors will take a roll call and report the result to the Manager on Duty.

 

After the fire:

1. Do not disturb the fire area.

2. Keep away from the smoke and affected areas.

3. Ensure the Store Manager is notified of the equipment used for replacement.

4. Complete any WH&S reporting procedures.

 

Role Play Scenario:

1. Staff to move to normal work areas.

2. Manager on Duty to make emergency call (and call Group Office and Meatroom to verify they heard the call).

3. Staff to evacuate according to procedure.

4. Roll call at Lifeline Bins in the Council car park.

 

Evacuation Diagram

1. Produce (Yellow Zone) = Produce area, aisles 7 & 8, loading bay and coldroom.

2. Deli (Pink Zone) = Deli, storeroom, online deliveries room, staffroom, toilets, dairy coldroom, dairy freezer, chicken coldroom, meat coldroom, downstairs motor-room and storeroom (both sections - if padlocked - will be clear)

3. Front End (Blue Zone) = Front End and aisles 1 to 6.
